Two important regulations concerning architectural and engineering projects, prepared by the Ministry of Environment, Urbanization and Climate Change, were published in the Official Gazette dated August 5, 2026, issue no. 33331. With the new regulations, many processes, from the preparation of construction projects to their submission and approval, are intended to be moved to the digital environment.
The published “Regulation on the Digital Preparation of Architectural and Engineering Projects” sets out the rules for preparing the architectural and engineering projects used in the building permit process in accordance with specified digital standards.
Along with the regulation, matters such as preparing CAD drawing files and sheet standards for 2D projects, as well as preparing BIM models, project and model naming, IFC classes, model development levels, and quality control processes, are also being standardized.
The regulation covers new buildings to be constructed in areas with an implementation zoning plan, except for certain small-scale and specially designated structures. The Regulation on the Digital Preparation of Architectural and Engineering Projects will enter into force on September 1, 2027.
Project Submissions Will Be Made Through e-PYS
The “Regulation on the Electronic Submission and Management of Architectural and Engineering Projects”, published in the same Official Gazette, sets out the principles for managing the prepared projects and documents through the Electronic Project Management System (e-PYS).
Under the new system, project files will be submitted electronically, reviewed by the relevant institutions and building inspection organizations, approval processes will be conducted, and documents will be stored digitally. The system will also check whether files uploaded to e-PYS comply with the rules set out in the regulation on digital project preparation. Files found to contain deficiencies or errors may be required to be uploaded again.
The second regulation, which governs electronic submission and management processes, will enter into force on September 1, 2028.
The new regulations are expected to significantly expand the scope of digitalization in architecture, engineering, building permit, and project approval processes. In particular, BIM-based working standards and project management conducted through e-PYS will be among the main issues the sector will need to adapt to in the coming period.
